Since it is a new hard drive, you'll likely need a new fresh install of Windows (whether that be 7 or 8 that is your choice). Considering Win 8 is coming up, i suggest you get that. Or you can just get Win 7. Try and get an OEM version of Windows from your local computer shop - or even where you got your hard drive from - since it is much cheaper (you can find one for under 100 bucks). Except you need to qualify to get an OEM. This can be done by buying a computer part (like you hard drive). Should they need to be purchased in one transaction is something i dont know.
Just go to the store and ask. It is NOT illegal to download the iso.
If yo want the recovery disk you can order them for a few bucks from Toshiba. You should absolutely NOT buy a new OS when you own one already. You can download the appropriate windows 7 iso here: www.w7forums.com/official-windows-7-sp1-iso-image-downloads-t12325.html You must use your key to activate it. You can burn it to a DVD our use the Microsoft USB install tool There you go. I'm working on outdated info. Thanks for the update. Listen to this guy.
The whole point of the having the Recovery disk on the hard drive is that you'll create the back up before your computer breaks. My invoices and estimates deluxe keygen music. If you didn't create that back up, it's not their fault it's yours. They are saving themselves and you money buy not providing that extra disk in the package.
Yes it only costs them cents to make, but the same is true for the consumer, and now you can make multiple copies without buying a new 70 dollar one. So yes, Cheers to the computer companies. You have made my life way easier. Anon, you realize the avg computer user has no clue they have to create a recovery disk. Current person I'm refurb'ing comp for just used it until the HDD broke. The recovery partition is inaccessible.

Toshiba Recovery Media Disk
Customer didn't realize they had to make a recovery disk. Wireless usb adapter software download. They just used the comp. Toshiba should realize this and just give folks the recovery cd's. Give them as a free torrent/download online. That would make MY job easier, as I could just dl them, burn to CD, and install using the cust's OEM key on the bottom of the lappy. But NOOooooo.they had to switch to a 'recovery partition' BS, so when the HDD borks (as all Toshiba's have a tendancy to do quickly), you're pretty much screwed.
